Why This Matters
The 2025 DBE Reevaluation Application is OPEN.
March 31st marks an important transition point for agencies as they move forward under the new IFR framework. While the regulation does not create a hard cutoff for certification eligibility, agencies are adjusting their reevaluation processes now.
All DBE firms must be reevaluated under the 2025 Rule.
The U.S. Department of Transportation has eliminated the presumption of social disadvantage.
Every certified DBE must now prove individual disadvantage through two required documents:
A Personal Narrative demonstrating specific barriers and impacts
A Personal Net Worth Statement confirming economic disadvantage
